Windows 11 What is throttling Chrome, Opera, and Edge? (Firefox is working fine)

Microsoft Windows 11 HomeVersion 10.0.22631 Build 22631System Model XPS 8930System Type x64-based PCSMBIOS Version 3.1Since the end of September, Chrome, Opera, and Edge will not load tabs except for YouTube. Firefox is working fine. Occasionally, Teams will also give me an error that says "No Internet" even though I most certainly have internet.I do not have any third-party anti-virus software. I've cleared all caches. I uninstalled all third-party efficiency apps I could find (like the "Killer" suite of apps). I've rebooted my routers. My Dell laptop with Windows 11 (purchased Feb 2023) work

Windows 10 After Update to 2004 Sync Chrome, Opera and Edge paused after reboot, OneDrive and Teams ask for a password after each reboot. All fine on 1909.
