Windows 10 When downloading drivers for Epson ET2800 for windows 10, I get an error message stating needs pemission, what is this and how to get permission, and

I went to Epson official website, tried downloading driver updates for my Epson ET2800. Part way through downloading https://ftp.epson.com/drivers/ET2800_ET2803_Lite_NA.exe, an error popped up stating couldn't download, no permission. Why can't I download this, and who's permission do I need? How do I get said permission? Help please.
