Windows 11 When i try to download something and it asks me if i want to let this app make changes to my computer it only pops up a no option, why is that?

Around 2 years ago my dad installed an administrator account on my computer for himself, meaning that when i wanted to install something something along the lines of "do u want to allow this app to make changes to your computer" it would have a yes and no option and i would click yes and it would ask me for my dads code, now i dont have a yes option anymore i just have a no option. So i cant install anything, my dad also created his administrator account on microsoft google, he tried to remove his account multiple times and it still did not work.
