Windows 10 Whenever I try to click a PDF file when attaching it to email or a website, I always get the error (An Internal Error Occured) , does anyone know what

I'm to the point now where I'm going to create a whole new admin user account just to see if that fixes the issue.If I do this will I have to reinstall all the programs i previously installed?here is an image of what happens when I click the PDF when requested to upload it.https://imgur.com/a/IShVg6g
