Windows 7 Where can I find a bluetooth peripheral?

I'm facing the problem that I can't find my Bluetooth peripheral. I have Jabra Elite 3 headphones and I tried to connect them to Windows 7 64 bit but ran into a driver problem, namely it was not on the Internet.
