Who to contact to get our software filed as safe instead - Windows defender alert is scary for our end user

Hi,On Windows 10 defender is marking our software is 'isn't commonly downloaded' or 'might harm your pc' and so most of our end users are not able to download it seamlessly.The software is signed with a standard code sign certificate.I tried to submit the file for Microsoft through Submit a file for malware analysis - Microsoft Security Intelligence . selected Windows Defender SmartScreen.Uploaded our file, then selected 'Incorrectly detected as malware/malicious'. I did this process for at least 4 times.Each time I upload our software I receive the same message: "We cannot reproduce any detection on the file.
