Windows 11 Why are snapped windows behaving differently on identical monitors with Win11 Pro?

I have Windows 11 Pro version 10.0.22621 Build 22621 with no pending updates on a Thinkpad P53 with a Thinkpad USB-C/Thunderbolt dock with the latest drivers. I have two identical Samsung U32J59x supported by an Nvidia RTX 5000 video card with the latest drivers on a Thinkpad P53. Both monitors are set to identical resolution and refresh rate and both have identical connections (identical HDMI cables direct to the dock) as confirmed in both Windows 11 display settings and the Nvidia Control Panel.
