Windows 11 Why are unsigned EXE files counted as viruses?

I really want to play Sonic 3D in 2D, so here are some reasons unsigned EXE files shouldn't be counted as viruses:There's nothing wrong with them unless they are actually viruses.Signing an EXE file takes some work.Some people will have no idea what to do when they see that when they download a popular game that is unsigned and says it's a virus.Thank you for reading my question and possibly responding.
