Windows 11 Why are windows borders still white even with the dark mode on?

Dark mode is great and it's been needed for years, but for some reason it doesn't apply to all of Windows. As you can see in the screenshot, the window borders of these software are still white even though the dark mode is on. This happen to many other programs, especially the ".exe" ones (it doesn't seem to affect most of the apps). How do I fix this?Thank you.
