There are also many other services like this since Windows 10.This makes it impossible to diagnose which service is missing. All it does is make a log saying, there is a service it can't start but it doesn't tell you what service it fails to start.In my case, I think because it needs network location awareness, network list service, or capability access manager. I do not know which one but I see these ones running after I mass enable services with powershell and starting BITS.
