Windows 11 Why can I not access Microsoft's support? Access denied?

I am trying to contact Microsoft to deal with an account they decided to lock out. And I cannot reach the support website. I just get the following error when I navigate to the websiteAccess Denied You don't have permission to access "Microsoft Support" on this server. Reference #18.a49a3b17.1700526724.806d502 The phone support just tells me to go to this website that doesn't work. How can I deal with this if I cannot access the support page?
