Windows 10 Why can't I create my Microsoft Account Picture in Windows 10?

I am unable to create my Microsoft Account Picture in Windows 10, as seen in below screenshot. I receive an error message. This happens with any photo I try to upload. I have tried the other fixes in the following posts to no avail:Microsoft Community
