Windows 11 why can't I format my any of my flash drive or sd card???

so I'm trying to flash my sd card to use on my raspberry pi 3 model b but it can't be written because the drive is protected so I tried using my flash drive(usb), sd card and it doesn't work I tried to use disk part and it can't be formatted how can i fix this issue
