Windows 7 Why can’t I use my mouse on startup repair?

I just started using my pc after 5 years and I can use it in bios but when I get to startup repair it turns off my mouse sensor and my keyboard, im not sure why this is happening if I can use it in ASUS bios, I can’t get into windows without finishing the startup repair.
