Windows 11 Why Command Prompt is opened after following the "no bootable device found" solution?

Yesterday I have made fatal mistake while resetting my laptop with factory image restore, and then I searched on microsoft community that to follow "SurfaceSolition_fixnobottabledevice.zip' There they said all the things that they said copy all the files and folders from zip file and paste to the USB drive, continue to press volume down key and power on the surface after that windows will work normaly, but here command prompt is open while booting Edit: I am the dell laptop user
