Windows 11 Why do I have a black screen that says recycle bin in c:/ is corrupt

Can’t get into my computer because it has a black screen saying that the recycle bin on c:/ is corrupted. Do you want to empty the recycle bin for this drive? Yes No How can I fix this ?
