Windows 10 Why do long filenames result in the File Explorer preview pane showing a warning rather than a preview?

I often run into an issue in File Explorer where the preview pane will not display a preview of a selected PDF file. Instead, the following text is displayed:"The file you are attempting to preview could harm your computer. If you trust the file and the source you received it from, open it to view its contents."But the issue is easily resolved by shortening the PDF filename. Why would a PDF file with a long file name be harmful to my computer, but the same file with a short filename is not?
