Windows 10 why do the default apps by file type jpe, jpeg, jpg always default to pdf when I restart my computer

why do the default apps by file type jpe, jpeg, jpg always default to pdf when I restart my computerI always get an error and then need to come back and change the default app to PhotosJust continues to fail to upload a screenshot.
