Windows 11 Why does mouse scroll many lines at once? help!

My mouse scrolls many lnes at once. I cleaned it. I changed the mouse. Same thing. I went to settings and changed from Multiple Lines to "Scroll One Line at a Time" but it ignored it. What to do please?
