Windows 11 Why does my computer randomly freeze and my 144hz monitor only runs 60 hz?

Ill be on my computer and all the sudden it will all randomly freeze, and the only way to make it unfreeze is turning it off and then back on. I also just got a 144hz monitor and my computer will only run at 60hz. Ive tried to change the cap rate in the windows settings but it only shows 60hz.
