Windows 11 Why does my connected TV need to be powered on for my other two monitors to be recognized properly?

This is a new issue after upgrading my PC so chances are at least part of this is hardware related, I just don't know what else I can try for any fixes. I upgraded from a 2080ti to a 4080, and this never happened with the 2080ti. Running on Windows 11, everything updated.One monitor is an ASUS PG348Q, the other is a generic Lenovo that I can't recall the model number of, and the TV is an LG C2.My two monitors are always in stand-by when PC is off but I keep the TV off when not in use. Monitors are connected via DisplayPort and the TV via HDMI. If I boot with the TV powered on, even if it isn't
