Windows 11 Why does my CPU speed drop so low while I am playing a game causing my game to stutter and I hear a static kind of noise in my headphones.

My specs: AMD Ryzen 7 5800xRTX 3060 by EVGA2x8gb ddr4 ram sticks600-watt PSUGA-A320M-S2H motherboard(Unsure what else to note) I have had this issue for the past couple of days where any game that I would play stuttered a little bit and I heard a static noise in my headphones. The screenshots below are while I was playing rdr2. I decided to open task manager and Ryzen master to see if I noticed and issue. I noticed that every time a stutter would happen the CPU GHz would drop to ranges of 0.33-2.33 (hard to establish because it is really random). I'm pretty sure my CPU temps are normal bec
