Windows 11 Why doesn't my wireless mouse work when the wireless keyboard works?

I have a Microsoft wireless keyboard and mouse that works off of a single USB FOB. It works perfectly on an ACER laptop running Windows 10 but only the keyboard works when plugged into an HP laptop running Windows 11. I have tried uninstalling and reinstalling the drivers for the mouse to no avail. The moment I plug the usb fob in the drivers for the keyboard and the mouse are reinstalled. Is this a driver problem or possibly a BIOS problem with the HP laptop? The HP Laptop is a model 17-cn3165cl.
