Windows 11 Why has File Explorer folder view customization (General, Music, Video, etc.) STILL not been fixed in Windows 11?

The issue described at Redirecting is still an active bug even in the very latest release builds of Windows 11. Why has this bug STILL not been fixed even after 2 years? Who is making bug prioritization decisions there in Redmond, and why haven't they been fired yet for being incompetent?
