Windows 11 why in photo viewer my 8k image showing only half and can't even scroll to see all the cropped image until i maximize the window???

why in photo viewer my 8k image showing only half and can't even scroll to see all the cropped image until i maximize the window???in windows 10 or 7 i can see my 16k image as it is without crop view like right now it's frustrating, anyone knows the solution?? i don't want third party application.
