Windows 11 Why is my computer so slow?

I have a laptop that has 3TB of storage, 32GB ram DDR4, i7-12650H, RTX 4060 and not good cooling. It runs BeamNG.drive at normal presets at 50fps, a GTX 1060 with 8GB ram with an i5-6500 runs 75fps at normal. Why is it slow? Is it because of the OEM drivers or software (there's only one.), i only have 169 apps installed which most of them are just Steam games that are 10GB each (10 games at the E: drive [secondary drive]). I've tried reinstalling windows with a USB but it seems like this is underclocked by OEM? How can i normal-clock it? Also, the GPU voltage is 0.6V, how can i make it higher?
