Windows 11 Why is my device being recognized as a "new device" every time I restart my computer?

Every time I restart my computer, my bank logins / passwords on other sites are required again.I have a feeling it has something to do with cookies / cache being reset after every restart.HP Laptop running Windows 11 and using Google Chrome.
