Windows 11 Why is my download and upload speed slow but with fast internet

On Ookla speed test i average about 370mbps download and 400mbps upload. But when i was downloading a file of about 40MB it to like a minute. Im also connected to ethernet with a transmission speed of 1.2gbps. How do i fix this cause its very frustrating when im playing games or whatching something.
