Windows 11 why is my PC crashing when even attempting to open the internet or settings?

I have a prebuilt from best buy. ASUS - ROG Gaming Desktop - Intel Core i7-11700F - 16GB Memory - NVIDIA GeForce RTX 3060 - 1TB HDD + 512GB SSD - BlackModel:G10CE-VRI73060SKU:6479509Dump file-https://www.mediafire.com/file/3bx3kslihcioxw0/110323-8828-01.zip/fileHalf of the time when I try to log in it crashes and restarts the PC.
