Windows 11 Why is my PC getting random FPS Drops/Stutters and having robotic audio sounds.

I've asked a similar question about this issue on here before (about a month ago), and after 2 weeks of going back and forth with a really helpful person i finally found a fix to my issue, or so it thought it would fix it. The issue fixed for a about a month but yesterday the same thing started happening again but this time when my PC FPS drops to 5 frames/Stutters i can also here this weird and obnoxious robitc noise.To give a little info on how i fixed the issue the first time, all i did was unplugged everything from my PSU, dusted out everything, plugged everything back it, put the PSU bac
