Windows 11 Why is my pc updated to 23H2 but no copilot or chat is available yet?

As I said, I have already updated to 23H2 but the copilot or the chat is not available in my device. I have tried hard to find it, but it seems that the update just didn't had any files for the same (I've even the Registry Editor to check if the file even exists). I live in India, so is it that these are not available in my country. As many websites claim that it is only available to select few countries in Asia, but none mention any specific names.
