Windows 11 why is my pointer changing to Text select cursor?

I have the standard cursor which flashes, if I put my finger on the touchpad and hover over anywhere it changes from either being an arrow pointer, or flashing cursor to something else (not sure if it is called Text Select); it is an outline of a T on top and bottom. What is this, how do I get rid of it?
