Windows 11 WHY IS MY WINDOWS SHUTTING DOWN MY CPU POWER, WHEN ITS ACTUALLY NEEDED

Im working in archicad on my Dell 9570, with CPU i9-8950HK, 32GB RAM and GTX 1050 Ti. And my **** problem, are windoofuses. Somehow, they are shutting down the cpu and it cant get over 20% of utilization. Actions which require CPU power in archicad are taking longer on this setup with windows 11 than the same project on 3 years old MacBook Air with two **** slow cores, 8GB ram and no GPU. How is this possible, I am **** angry, Id love to do the work on the mac, but when there will be processes needing GPU power, Id burn it alive. So... how the **** do i make the hardware work with windows 11?
