Windows 11 Why is .NET Framework disabled? (Also, how can I enable it?)

So, this has been an issue for a while, but I haven't addressed it yet, so there's no reverting my version now since the 10-day limit has passed. Back in October 2021, I upgraded to Windows 11 and the .NET Framework has been disabled. I have tried using Control Panel and enabling it, using CMD, and manually installing it, none of which have worked. My PC is also (seemingly) up-to-date. I also took a look at some other forums from recent times to no avail. Is there a fix for this?
