Windows 11 Why is the time zone automatically switching itself

My company bought some used dells from amazon, and one of them automatically switches to Dublin time Im in the US. Even though the "set time automatically" setting is turned off, it keeps switching to Dublin time. I have also set the default location to the town where we work.Why does it keep changing?
