Windows 10 Why is there such a large disparity between the storage space shown available on (C:) and the combined size of the files within (C:)?

Firstly, I would like to note that I have hidden folders displayed (as you can see in the first photo).





Anyways, I just deleted a 20GB folder from an AppData within my user folder, but the "This PC" page showed no change in the amount of available storage on (C:). I went into (C:) and highlighted all folders, and this did show that 20GB had been removed. Indeed, the size of all folders within (C:) (not even accounting for size on disk because I don't know what that really means) shows 356GB while the "This PC" page shows roughly 430GB in (C:). The problem is that even if my true available storage is 462-356 = ~100GB, I am unable to download a program of size 60GB because it registers that I have only 30.5GB available. What can I do about this?
