Windows 10 Why is Windows Explorer search so completely useless?

Is there a reason that Microsoft has decided to make search so non-functional?Why can't we find folders or files that are saved locally or on a local network?Why does search default to its own folder and not allow us to explore the surrounding folder?Why does search need to completely redo itself when you accidentally click "open folder location" and it automatically takes you away from the search?
