Windows 11 Why is Windows Terminal starting at login?

I have Windows 11 Pro and when I log in Windows Terminal starts up by itself. I have checked all the places for having it do this and they are turned off or disabled such as Windows Startup folder, Terminal settings, Taskbar Startup, Terminal app advanced options. All of them are turned off or disabled. It's like the Terminal settings file is getting corrupted. Then after several logins(days) later it starts "looping" where it asks for admin permission to run the Terminal app and I hit the X closure button and it reopens again and continues to do so. I was able to get to the advance option
