Windows 10 Why isn't my Microsoft account syncing on Microsoft Mahjong between my laptop and phone

I have Microsoft Mahjong installed on my phone and on my laptop and they are both using the same Microsoft account. My account is leveled up on my phone, but when I downloaded the game on my laptop, I restarted on level 1. How do I sync it so they are on the same level.
