Windows 11 Why isn't my Phone link working when it says it is?

I don't get any notifications from my iPhone on my laptop though the Phone link app, and I can't send messages from my laptop, my laptop says they send but when I look at my friends phone it isn't there. But both my phone and laptop say everything is connected and synced when I can see it isn't. I have fully updated my iPhone, laptop, and phone link app on both.
