Windows 10 Why isnt “Reset my PC” an option under troubleshoot?

Whenever I hold shift and , it takes me to the usual screen with “Continue”, “Troubleshoot”,and “Turn off your PC”. However, whenever i click Troubleshoot it only shows “Startup settings” and “UEFI Firmware Settings”.
