Windows 11 Why no digital license?

After my motherboard failed, I had to replace it, and when I reinstalled Windows 11 Pro it refused to allow me to activate it, even though it was running on the same system with the old motherboard. I've been getting the complimentary upgrades from 7 to 10 and 10 to 11; why isn't there a digital license, as I purchased Windows 7 Pro in the first place, and the Windows 11 install on the previous version of my system was active?
