Windows 11 Why Windows update does not download USB scanner driver which is uploaded in Windows Update Catelog?

I am working in USB WIA driver development, I found Windows Update does not automaticlly download my driver when I connect the scanner device by USB cable. That matched driver has passed WHQL and it can be found from Microsoft Update Catalog . For example, Search by using keyword "HANNTO" ， I found my driver exists here: HANNTO - Image - 1.5.1011.2 But It does not download and install automaticlly when I plug my USB scanner device. Instead, It seems that Windows system installed a SWD driver to match my device. By the way, other drivers such as print drivers , is no prob
