Windows 11 Why would an identical certificate chain be valid for one file and invalid for another?

I have made a fresh Window 11 install (24H2 OS build 26100.1) without connecting to the internet. I am trying to make sure that an .msi file I have built has a valid digital signature. I have two files:File1.msi, which is newly built and timestamped for October 2024File2.msi which was built last year and timestamped June 2023These were built with InstallShield 2018, with File2 timestamped with Symantec, and File1 timestamped by Digicert. (Apparently the default Symantec server doesn't work for InstallShield anymore https://community.flexera.com/t5/InstallShield-Knowledge-Base/Digital-Signing-P
