Windows 11 WiFi is inaccessible in Safe Mode (even when I choose "with networking")

Basically the title. I'm trying to do something that requires the internet in Safe Mode, but for some reason wifi is unavailable even when I pick the setting "with networking". Ethernet is available, but I don't have an Ethernet cord ATM. I'm using windows 11. Anyone know why this is happening and if this is something I can fix?
