Windows 11 Wifi keeps auto connecting to network when set to manual

I have a Windows 11 laptop, (latest update 10.0.22621 N/A Build 22621), with a Realtek RTL8852BE WiFi 6 802.11ax PCIe Adapter.Starting two days ago, it has now started to auto attempt to connect to the strongest wifi network, even through the WIFI settings for any wifi network is set to manually connect (even setting it to auto and back to manual has no effect).Note: that when connected to a wifi with a captive portal, the WIFI will connect, disconnect and reconnect every couple of seconds (and generating a new web page to come up)Thanks
