Windows 11 Will OEM Win 11 key work with a retail install?

This is a bit of a long shot, but my mother just purchased a new HP desktop. Geek Squad is doing a few upgrades and hooking everything up for her as I live out of state. According to my google sleuthing, prebuilts still appear to come with bloatware. If I am unable to talk her through removing the HP and other bloat,, is it possible to install a fresh copy of windows 11 (VIA media creation tool - USB) and use her OEM license as reported in registry if it doesn't auto-activate? TIA!
