Windows 11 Will Windows 11 prevent two NICS on the same laptop from having the same static IP address

Good morning,I have a laptop on a static network. The onboard NIC is set to static and using 172.17.17.231. The laptop (a Dell 5420) has MAC Address Pass-Through enabled for when it is connected to a docking station. When I configure the Pass-Through connection with the same parameters as the onboard NIC, I get a warning message that both NICS have the same IP address and asks if I want to fix it. Even when I say that I do not want to fix it by clicking No and then saving it, the IP address and the subnet mask are blanked out.Is this a Windows feature that is preventing this and if so, is the
