Windows 10 Win 10 22h2 os build 19045.4046 feature 1000.19053.1000.0 does it have to update cumulative 5001716?

before it can update any of the cumulatives since then and this is a relevant question transpiring from a previous question from an end user (Why is kb5001716 update showing up in control panel and under apps in - Microsoft Community) saying he had found the 5001716 as a part of add remove programs a very odd peculiarity and i concur, so do I need to install the 5001716 to get the version of win10 per details given above to allow any further updates either cumulative, quality or feature?
