Windows 10 Win 10 Pro become unactivated after re-installation

Hi,I have a DELL Optiplex 9010. It came with the Win 7 Pro originally. I have upgraded to Win 10 Pro during the MS free offer for upgrade in 2016. In the past years, I have upgraded the system disk several time. It always auto activate after the system disk change. Last week, I have upgraded the system disk and intalled Win 10 Pro. Unfortunately, the Windows did not activate. I have spent tens of hours troubleshooting and put back the original system disk. It does not activate and consistently get the error code 0X803FA067 regardless of what I have done. Your help would be much appreciated to
